How establish a cosmetic business in Iran

Registration of brand

For importation of a cosmetic or perfume product to Iran the first step is registration of the brand and agency contract of the foreign country to the ministry of commerce and health of Iran.
After a brand successfully registered, a certificate called the certificate of agency will be issued. This a very important document because all other steps of registration in the ministry of health and the relevant organizations are due to submission of the certificate of agency.
Agency contracts usually have expiration dates. For example if a foreign cosmetic manufacturing company has a given an Iranian importer company a contract for 1 year sale, the certificate of agency will be issued according to the document and is valid up to the mentioned expiration date.

Registration of manufacturing plants

After a brand is successfully registered, the next step is registration of the manufacturing plant to the ministry of health of Iran. In other hands, the factory of factories in which the foreign cosmetic products are being manufactured have to be registered to the MoH of Iran. This step is called registration of source. We need the following documents for registration of a cosmetic source in MoH of Iran.
• Certificate of GMP on which the list of manufacturing plants which produce to your intended products has been mentioned.
• PMF or plant master file
• Certificate of free sales
The above documents are submitted to the ministry of health along with the certificate of agency to be reviewed by their experts. If they agree, MoH will issue a certificate of source registration.

Registration of cosmetic products to MoH of Iran

To register a cosmetic product and receive importation permit, the following documents have to be provided:
• Formulation sheet
• Specification sheet
• Attestation of the surfactant (if applicable)
• Attestation of pH (if not mentioned in the specification sheet)
Usually the MoH employees are asked to check all the ingredients of the formulations of the cosmetic products in COSING website. COSING is short for cosmetic ingredients. In that website, all the limitation for the cosmetic ingredients that are set by the regulatory firms in Europe are stated.
